Tom Dawson is the Co-founder and Chief Legal Strategist for TD&P Consulting. For more than 20 years, he has specialized in healthcare as an attorney and health policy professional. Mr. Dawson was intimately involved in health care reform and the development of key provisions within the Affordable Care Act as healthcare counsel to the U.S. House of Representatives Committee on Small Business. He is a nationally recognized speaker and expert on health insurance reform, the Affordable Care Act, healthcare policy, healthcare pricing, and the valuation of medical damages.
The breadth of Mr. Dawson’s experience includes Medicaid and Medicare reimbursement policy and commercial health insurance markets. He has also served as an advisor and pension law specialist with the U.S. Department of Labor’s Employee Benefits Security Administration (EBSA) on regulatory and policy matters involving ERISA and ERISA-covered employee benefit plans.
To date, Mr. Dawson has supported the work of numerous litigators. Municipalities, the U.S. Department of Justice (DOJ), and others have retained him to assist in the valuation of medical damages. And he is regularly called on to advise legal teams on their damages strategy.
Mr. Dawson is a long-time member of the D.C. Board of Medicine, the Editorial Board for the Federation of State Medical Boards, and the D.C. Bar.
